Abstract：Transportation system significantly supports the setup of modern economic systems in a country. Under the background of Chinese major strategic deployment of “New Infrastructure”, transportation civil engineering is experiencing a transition period of theoretical innovation and talent development. Starting from the opportunity and challenge faced in transportation civil engineering discipline, this paper explores the innovative requirement of planning and decision-making theory, infrastructure theory, and management and control theory etc. In the meantime, the talents’ demand characteristics and cultivation modes are discussed. It is concluded that the keys to success in new talents cultivation are the capacity in insights, exploration, innovation, and system coordination.
