Abstract:An upsurge of sponge city construction has arisen in our country, In order to cope with the extreme weather in recent years, ultra conventional rainfall, and solve the problem of urban waterlogging. However, the study found that sponge cities paid too much attention to the construction of "sponge" in the "seepage", "accumulation" and "stagnation", and neglected the upgrading of the underground drainage system, especially the planning and construction of deep storage tunnel. Fortunately, some domestic cities have become aware of the importance of deep tunnel drainage, and began construction of deep drainage tunnel. This paper analyzes the problems that may be encountered in the construction of urban drainage tunnel in China from three aspects of planning, design, operation management and investment and financing, and gives suggestions: (1) From macroscopic, deep tunnel construction should suit measures to local conditions, first of all, the classification of flood disasters are carried out in the whole country and the classification standards are divided from the city size, geographical environment, climate, precipitation three factors to consider. The deep tunnel can be constructed by the classification standards that the flood disaster is serious and city's GDP is enough to bear the cost of the deep tunnel construction and the later stage operation and maintenance| (2) In investment and financing, the deep drainage tunnel adopts mode for financing, funds secured by the government or secured by project loans to the consortium of banks. In addition to the direct operation of the cost recovery and profit guarantee: the collection of rainwater discharge fees and the sale of reclaimed water, the management right of the deep tunnel project can be sold to the drainage group with management experience, the cost and profit of item company will be guaranteed by the government in the whole process of construction and operation of the project| (3) In operation management, in order to improve the operation efficiency of deep tunnel engineering, we adopt new operation management mode-PPSAP mode, that is, the government, enterprises and specialized agencies cooperate.
