Abstract： The business model innovation of PPP project depends on the perfect performance of social capital to a great extent, and commitment is the key to trigger this behavior. Through literature analysis, commitment is divided into economic commitment and emotional commitment, and the business model innovation performance is divided into innovation efficiency and innovation effectiveness. On this basis, a conceptual model is established with commitment as the antecedent, perfect performance as the intermediary, and PPP project business model innovation performance as the result. By using scenario simulation experiment and questionnaire survey, the 116 sets of valid experimental data are collected, and the empirical test is carried out by means of hierarchical regression analysis. The results show that: ① the perfect performance plays a full mediating role between commitment and innovation performance of PPP project business model; ② commitment has a significant positive impact on the perfect performance, and the impact of economic commitment is greater than emotional commitment; ③ the perfect performance has a significant positive impact on innovation performance, and the impact on innovation efficiency is greater than innovation effectivenessOn this basis, three strategic suggestions are put forward for the government to improve the innovation performance of PPP project business model.
