Current status and suggestions on post-earthquake emergency safety assessment of buildings in China

Abstract:After the occurrences of destructive earthquakes, assess the safety of buildings rapidly and accurately, post-earthquake emergency safety assessment of buildings shall be carried out during the post-earthquake emergency phase for reducing the casualties caused by secondary damage of buildings, which shall be important for social order and stability of earthquake areas. Based on seismic damage investigations and emergency safety assessments of buildings in Wenchuan earthquake and Lushan earthquake, the characteristics of emergency safety assessment at the present stage of China were summarized and the deficiencies of emergency safety assessment were analyzed. Furthermore, the research and application status of post-earthquake emergency safety assessment of buildings in some countries or regions, including Chinese Taiwan area, United States, New Zealand, Europe and Japan, were introduced. Moreover, from those aspects such as structural types, quantitative calculation, qualification of evaluator and assessment result, the foreign technical standards were compared, and the referable foreign experiences were deduced. Finally, based on the emergency assessment criteria being complied, some suggestions on research and compiling of standard for post-earthquake emergency safety assessment of buildings were given from four aspects, namely assessment goal, assessment timeliness, assessment depth and evaluators.
