Abstract:Theoretically both contractual and relational governance may affect management performance of public construction project, but in China, strict legal system limits the use of relational governance, it is highly necessary to define the relative position of contractual and relational governance. By establishing the structural equation model (SEM) of contractual governance, relational governance and project management performance, the interaction path between contractual and relational governance as well as its impact on the project management performance can be analyzed, together with their complementary relationship. It shows that contractual and relational governance in the framework of public project governance can effectively improve the project management performance, and generally contractual governance lies in a core position. Relational governance may achieve the complementary purpose by affecting risk sharing mechanism in contractual governance, and contractual governance may not necessarily lead to the adversary relationship, but it may enhance the relational governance performance of public project. The research results may promote the rational use of relational governance in China, help to design enhanced governance strategies and balanced governance strategies suitable for China, and enhance the role of dual-governance system in public project.
