Abstract:The importance of the owner's safety management behavior has been widely recognized. The previous studies, however, have largely focused on specific safety management practices without a systematic and targeted improvement of owner's safety management behavior. This study aimed at evaluating the owners unsafe management behavior based on the construction safety Leadership. Culture-Behavior (LCB) theory and improving its safety management behavior by enhancing the safety leadership and safety culture. First, a safety management behavior checklist was employed to assess the owners problematic safety management behavior and to determine the intervention target. Then, based on the LCB theory for construction safety and the field survey, 16 interventions categorized into 4 types of guiding, guaranteeing, restraining and controlling were determined. Finally, continuous evaluations were conducted to examine the effectiveness of behavioral intervention. The results revealed that four safety management behaviors, namely the owner's safety inspection and rectification, partner management, safety objectives and assessment, as well as hazard source and emergency management, have been significantly improved. This study contributed to the understanding on owner's safety management behavior and proposed effective method to evaluate and improve the owner's safety management behavior based on the LCB theory.
